Sunscreen Is Not a Lotion With Filters Added
Most categories can be reverse-engineered from an ingredient list. Sun care cannot. The SPF on the carton is not a property of the formula in the beaker; it is a property of the film left on skin after roughly 2 mg per cm² has been applied, spread and irradiated. Two formulas with a nearly identical INCI can measure ten SPF units apart because one spreads into a continuous film and the other breaks into islands. Founders who brief sunscreen as "a moisturiser with UV filters" lose a season to re-formulation.
The Filter Set Is Decided by the Market, Not the Lab
Before a single emulsifier is weighed, the destination market has already fixed the filter list.
- United States. Sunscreen is an over-the-counter drug. Filters must sit in the OTC monograph and the label carries a Drug Facts panel. Several modern filters used elsewhere are unavailable, so US formulas lean on avobenzone, homosalate, octisalate, octocrylene, octinoxate, zinc oxide and titanium dioxide.
- European Union. Sunscreen is a cosmetic and filters are restricted to Annex VI, which is far broader. The trade-off is a second obligation: UVA protection must reach at least one third of the labelled SPF, measured rather than claimed.
- China and the Gulf. Sunscreen follows a special-cosmetics registration pathway with its own testing file, and the permitted filter list differs again.
A single base that satisfies all three at once is usually a compromise base. Choosing the launch market first is not paperwork; it is formulation.
What SPF 50 Costs Inside the Formula
SPF is not linear in filter concentration. Moving from SPF 30 to SPF 50 demands a disproportionate increase in filter load, and every extra percent of organic filter has to be solubilised, stabilised and kept from crystallising at low temperature. The inorganic route has its own arithmetic: a zinc oxide or titanium dioxide dispersion at 15–25% delivers broad protection but drags viscosity upward and turns spreading into dragging.
The cost shows up twice, in price per kilo and on the skin: a formula that measures well at the bench can still fail because it feels heavy, pills under makeup, or leaves a cast no copy will rescue.
Making the Emulsion: Order, Temperature, Shear
An O/W sun lotion is built in a fixed sequence, and the sequence is where scale-up losses happen. Oil and water phases are heated separately to 75–80 °C, combined under homogenisation at 3,000–4,000 rpm, then cooled under sweep agitation. Organic filters and heat-sensitive actives go in below 45 °C, the film former below 40 °C so it does not cook out of dispersion. pH is adjusted to the window the filter system tolerates, commonly 5.5–6.5 for an avobenzone base, then the batch is vacuum degassed and filtered before filling.
A private label sunscreen manufacturer watches two parameters every round: viscosity and yield value. A sun lotion is usually targeted between 10,000 and 20,000 cP; a batch that lands high will not dispense from an airless pump, and one that lands low separates in the tube within weeks. Because inorganic filters interact with polymeric thickeners, the same formula behaves differently at 200 kg and at two tonnes.
Photostability Is a Formula Decision
Avobenzone absorbs strongly across the UVA range and then degrades under irradiation unless something holds it together. In an unstabilised system a large share of the filter can be lost in an ordinary day, so the SPF measured on day one is not the SPF on skin at four in the afternoon. Octocrylene and bemotrizinol act as photostabilisers; antioxidants alone do not replace them. The only way to know is to irradiate a thin film of the finished product and re-measure.
Stability at 45 °C and the Failures Nobody Sees at the Bench
Sun care lives outdoors, in cars and on beaches, so the protocol is harsher than for a face cream. Three months at 40 °C and 75% relative humidity, plus freeze–thaw cycling, exposes what matters: filter crystallisation as the batch cools, syneresis at the top of the tube, pH drift, and viscosity loss after the shear of filling. Metal ions accelerate filter degradation, which is why a chelating agent sits in most sun formulas, and the preservative system is challenged separately.
Packaging Decides Whether the Film Survives
The component is part of the formula. An airless pump protects a photo-labile system and doses consistently; a laminate tube is cheaper and works for a fluid lotion; a clear bottle is a chemistry experiment with a shelf life. Avobenzone attacks certain elastomers, so compatibility is checked on the actual component, not on a datasheet.
For a first run, stock components keep the entry point at 1,000 pieces on an existing formula, while custom tooling and decorated packs move the threshold to 3,000 pieces or more. Most cosmetics brand launches start on stock and move to custom later, once the texture has survived real customers.
What "FDA Registered" Does and Does Not Mean
This is where sourcing conversations most often go wrong. Facility registration is not product approval. A plant registered with the FDA has told the agency where it is and what it makes; it has not had a formula cleared. Selling a sunscreen in the United States requires monograph compliance, substantiated SPF and broad-spectrum values, water resistance testing where claimed, a Drug Facts label and a drug listing. In the EU the route is a Cosmetic Product Safety Report and a CPNP notification.
Ask any skincare manufacturer you shortlist for the document set that matches your market, not for a logo. A team that produces CPSR, CPNP, FDA and Halal files in-house will tell you which claims are supportable before you print the carton.
Timelines for a First Sun Care SKU
Sampling runs in rounds of 7–10 days, and sun care usually needs two: one to fix texture and film, one to correct the filter load after the first SPF screen. Bulk manufacture follows at 25–35 days for most categories. What surprises first-time founders is testing: SPF and UVA values come from in-vivo and in-vitro methods that must be booked, so build that into the launch date rather than discovering it in week ten.
Working With a Private Label Sunscreen Manufacturer
If you are comparing the best private label skin care manufacturers in usa listings, the useful comparison is not price per unit but the questions asked. A plant that starts with your market, your claims and your component has done this before. One that starts with a catalogue has not.
The brief that earns a fast quotation contains five things: launch market, target SPF and UVA claim, water resistance claim, pack format, and the sensory direction in plain language. With those, a custom skincare manufacturer can say in one meeting whether the target is reachable on your permitted filter list. Since 2015 the group behind our Guangzhou Huadu plant has run this category through the in-house lab that holds more than 10,000 established formulas, in a Class 100,000 cleanroom with over 50 filling lines, under GMPC, ISO 22716, ISO 9001 and Halal certification.
Sun care also rewards honest scoping. A 30 SPF everyday lotion is a different project from a 50+ sport formula with an 80-minute water resistance claim, and treating them as one brief wastes a round. Cosmetic manufacturers for small business often win by narrowing the claim rather than widening the catalogue. Whatever the scope, the sequence holds: market first, filter set second, film third, and the number on the carton last.
