Launching a cosmetic product in the EU is a documentation exercise as much as a formulation one. The Regulation (EC) No 1223/2009 requires a Responsible Person established in the EU, a Product Information File, and a notification on CPNP before the product is placed on the market.
1. Appoint a Responsible Person
Importers can act as the RP, but many brands prefer an independent RP service. The RP holds the Product Information File and is the contact point for authorities.
2. Prepare the Product Information File
The PIF contains the Cosmetic Product Safety Report, the manufacturing method and GMP statement, proof of efficacy for any claims, and data on animal testing. This is where an OEM partner saves you weeks — a factory with GMP and ISO 22716 certification can issue most of these documents directly.
3. Notify on CPNP
Notification requires the product name, the RP details, the frame formulation and the label. It is free and usually approved within days, but it must be done before the first sale.
4. Get the label right
INCI list in descending order, nominal content, batch code, PAO or best-before, RP name and address, and any warnings required by Annex. Nanomaterials and allergens above 0.001% in leave-on products must be declared.
What we provide
For every EU-bound batch we issue the GMP certificate, MSDS, stability and challenge test reports, and a CPSR input pack that your safety assessor can sign off quickly.
