OEM Guide

How cosmetics outsourcing actually works: costs, MOQs, timelines and the questions worth asking a factory.

Most first-time brand owners lose time not on the product but on the process: they do not know what to ask, so they compare quotes that are not comparable. This guide covers what actually determines cost and schedule.

The four engagement models

Private label — an existing formula with your brand on it. Cheapest and fastest, no exclusivity. ODM — a formula developed for you, usually exclusive. OEM — your formula, our production. Sample matching — reproducing the performance of an existing product. Most projects should start with private label or sample matching and move to ODM once the first SKU proves itself.

How MOQ is really calculated

MOQ is not a policy, it is arithmetic. A batch has a minimum viable size because cleaning the tank, setting up the line and running quality tests cost the same whether you make 500 units or 5,000. MOQ is that fixed cost divided by a unit price the factory can live with.

Practical consequences: larger pack sizes have lower MOQ in units; stock packaging lowers MOQ; changing colour or fragrance mid-batch multiplies it; and a first order below MOQ is sometimes possible at a higher unit price if the schedule allows.

What drives the unit price

  • Formula cost — actives, fragrance load, speciality ingredients
  • Packaging — often 40–60% of total cost, and the largest lever you control
  • Decoration — each additional print colour or process adds cost and minimums
  • Fill volume and pack format
  • Order quantity, which spreads fixed costs
  • Testing and certification, if your market requires it

When quotes differ by a wide margin, the difference is almost always packaging, active level, or what testing is included — not the labour rate. Ask for a cost breakdown and compare line by line.

A realistic timeline

Private label, stock packaging: 25–30 days after artwork approval. Custom formula: add 6–10 weeks for development and testing. Custom packaging: add 25–40 days for tooling or 15–20 days for printing. Sea freight to Europe or the US: 30–45 days. A project that starts in January usually lands in April, not February.

Questions worth asking a factory

  • Can I see your GMPC and ISO 22716 certificates, and the scope they cover?
  • Who owns the formula, and is exclusivity written into the agreement?
  • What testing is included in the quoted price, and what is extra?
  • What happens if a batch fails specification?
  • Who handles registration documents for my market?
  • Can I visit, or see a video walk-through of the line my product will run on?

The mistakes that cost the most

Ordering packaging before the formula is locked. Choosing a component because it photographs well without a compatibility test. Assuming a certificate covers the product rather than the facility. And treating the first order as a test of the supplier rather than a test of the market — a small, well-executed first run teaches you more than a large one.
