Private Label Eye Care: Custom Skincare Formulation and Fill

Private Label Eye Care: Custom Skincare Formulation and Fill

Why the Eye Area Is a Different Brief

The skin around the eye is roughly a third as thick as cheek skin, sits over a thin orbicularis muscle, and moves thousands of times a day. It also drains downward into the lacrimal system, so anything that migrates off the eyelid eventually reaches the eye itself. Those three facts, not the marketing story, decide how an eye product is built: low irritancy, a light oil phase, no aggressive penetration enhancers, and a pH closer to the tear film than the 5.0 to 5.5 that suits a face cream.

Eye care is one of the ten categories we run, and it is the one where a formula that passes on the bench can still sting in a panel room. The margins are narrower, and they show up faster.

Three Formats, Three Physical Systems

Most eye ranges open with three items, and each one is a different physics problem.

  • Eye cream - an oil-in-water emulsion at 10 % to 20 % oil phase, thickened to stay on the orbital bone without dragging
  • Eye serum - an aqueous gel at 0.3 % to 0.6 % polymer, or a very light emulsion, built for fast absorption
  • Gel patch - a crosslinked hydrogel carrying 10 % to 20 % glycerin, where the water-holding network is the product

The format decides the filling line, the component and the stability protocol long before you settle on an active.

Emollients and Silicones: Keep the Product Where It Was Put

Migration is the quiet failure mode. A cream that spreads beautifully at application can creep toward the lash line within twenty minutes, and the customer reports it as stinging rather than as a texture fault. The usual carriers - caprylic/capric triglyceride, squalane, jojoba - are chosen for a dry, non-occlusive finish at low load. Dimethicone at 1 % to 3 % adds slip and cuts tack. Volatile silicones give the lightest feel, but at high load they flash off and leave the film mobile, which is exactly the behaviour you do not want a centimetre from the eye.

Actives at Eye-Area Tolerances

Dose ranges in eye care sit below face care for the same actives, because the barrier is thinner and the product sits on skin that never stops moving.

  • Caffeine - 1 % to 3 %, usually behind a de-puffing story
  • Niacinamide - 2 % to 3 %, where 5 % starts to sting on a patch panel
  • Sodium hyaluronate - 0.1 % to 1 %, across two or three molecular weights
  • Peptides - dosed per supplier specification, often 2 % to 5 % of a diluted stock solution
  • Retinol - 0.05 % to 0.1 %, or a retinyl ester where the brief allows a slower story

None of those numbers is a claim. Efficacy wording still has to be supported by your own testing, or by the ingredient supplier's data at the dose you actually use.

Preservatives in a 15 ml Package

A 15 ml pot is opened twice a day by a finger, which is a harder preservative challenge than a 200 ml body lotion. Phenoxyethanol at 0.5 % to 0.8 % with ethylhexylglycerin at 0.05 % to 0.1 % is the common pair. Organic acids are less useful here, because they want a pH below 5.5 while the eye area prefers 6.0 to 7.0. The challenge test to ISO 11930 is what settles it, and a formula that passes at pilot scale still has to be re-challenged when the fragrance or the active load changes.

Filling Small Volumes: Pens, Rollerballs, Sachets

Small volumes are a filling problem before they are a marketing one. An airless pen needs degassed bulk, a bottom fill and a controlled headspace. A rollerball needs the ball seated to a specified force so it neither leaks nor drags. A patch needs a sachet line with its own seal window. On a 15 ml fill, the e-mark tolerance allows a 9 % negative error at individual package level, which is generous on paper and thin in practice once pump retention is counted.

As a cosmetic OEM partner, our plant runs more than 50 filling lines across a 10,000 m² site in Huadu, so a 15 ml pen and a 50 ml tube can be scheduled without rebuilding the bulk plan.

Stability: What Twelve Weeks Has to Show

An eye product is judged on the package as much as on the emulsion. The standard protocol is twelve weeks at 40 °C and 75 % relative humidity, three freeze-thaw cycles, a centrifuge spin for separation, and inverted storage that puts bulk against the closure. For pens and rollerballs the compatibility question is the gasket, the ball housing and the actuator spring, because a formula can be perfectly stable in glass and fail in the component it actually ships in.

How Much Does It Cost to Formulate a Skincare Product?

There is no single answer, but there are four drivers you can price separately.

  • Base - a stock formula from a library of more than 10,000, or a new development
  • Active load - a 2 % caffeine gel and a 0.1 % retinol cream are different cost structures
  • Testing scope - stability and challenge test as standard; ocular irritation work is a separate third-party study
  • Volume and component - stock formula from 1,000 pcs, custom packaging from 3,000 pcs

Development is the small number. Sampling runs 7 to 10 days per round, usually two or three rounds to approval, and the fixed cost of documentation dominates a first order of 1,000 pieces. Bulk production then runs 25 to 35 days after approval and component arrival.

Claims, CPSR and Export Paperwork

Eye-area wording is the most scrutinised copy on the pack. "Reduces the appearance of" stays inside cosmetic language; anything about removing bags or repairing tissue moves the product toward a medicinal claim in the EU and the US alike. The documentation is the same as for any leave-on: a CPSR from a qualified safety assessor, CPNP notification for the EU, FDA facility registration for the US, and Halal or GCC files where the market asks. Our team prepares these for more than 60 markets, on a site certified to GMPC, ISO 22716 and ISO 9001.

What to Send in the First Brief

As a private label serum manufacturer and a skincare ODM manufacturer, we see briefs that arrive as a mood board and briefs that arrive as a specification sheet. The second kind moves about three weeks faster.

  • Market - where it sells, which decides the documentation set
  • Format - cream, serum or patch, and the component you have in mind
  • Claim - the one line you want on the front of pack
  • Price target - landed unit cost, not ex-works
  • Volume - first run and the year-one forecast

With those five, a custom skincare formulation brief can be costed inside a week. Without them, every quote is a guess, and a guess is how brands end up reformulating at 5,000 pieces. If you want to create an eye range that survives its first winter in a warehouse, start from the physics and let the story follow.
